This release provides small improvements to data processing. T·S·V
files can now begin with `#?tsv` rather than just `#!tsv`. Improvements
were made to Record Jar processing to make it faster, more consistent,
and more in‐line with what is specified elsewhere. A new format, called
“pipe separated jar”, is added to support tabular data while allowing
line wrapping.
